No. Watch my lips. No.'" Putin was wrong on multiple fronts. The quote to which he was referring was uttered by George H.W. Bush, not Ronald Reagan, and Bush actually said, "Read my lips, no new taxes." That isn't even mentioning the fact Bush wound up raising taxes, which made his before-mentioned claim false, so it wasn't the best example Putin could have given to signify he was telling the truth.
